Target Population:

Eligible homeowners who meet income guidelines and reside in Madison County. Top priority for program participation is given to households with elevated-blood level (E.B.L.) children, children under the age of 6, and women who are pregnant.
The State of Illinois has identified twelve (12) Madison County zip code areas as high-risk areas for potential lead-based paint hazards: Alton, Granite City, Pontoon Beach, Madison, Venice, Cottage Hills, Wood River, East Alton, Roxana, South Roxana, Hartford, and New Douglas. While these 12 zip codes have been identified as high-risk, anyone (meeting program guidelines) living within Madison County can apply for Madison County's lead program.
Eligible households must be at or below 80% of the median income, be current on all Madison County property taxes, and provide proof of ownership. Eligible households will be required to sign a 5-year forgivable loan.

The Madison County Lead Program assists lower-income households in identifying, removing, or stabilizing lead-based paint hazards. This HUD-funded program plans to provide lead-based paint hazard control services throughout Madison County.
The program stresses the importance of general lead-based paint hazard awareness and personal knowledge of proper housing renovation safety standards and home cleaning techniques. The Lead Program also alerts parents to the negative health effects associated with lead-based paint and other lead hazards. Outreach efforts include Children's Health Fairs, blood-lead level screening events, and informational presentations throughout Madison County.
