FRANK MILES
Frank Miles
serves as the 27th Treasurer of
Madison County. He was appointed to
the position by the Madison County
Board in 2009 to serve the remainder
of the term of Fred Bathon.
Frank
previously served as the Director of
the Madison County Planning and
Development Department.
He was appointed to that
position in July, 2006. As Director,
Miles managed a staff of 25
full-time employees and a budget in
excess of eight million dollars.
The Planning and Development
Department is responsible for the
county’s land development program
including such functions code
enforcement, zoning, planning,
environmental management, landfill
inspection, Illinois Environmental
Protection Agency certified
inspection services, municipal and
educational recycling efforts, storm
water management and supports other
county operations such as economic
development and transportation
planning. Additionally, Miles serves
as the Madison County Zoning
Administrator with responsibility
for enforcing the zoning ordinance,
including subdivision and land
development ordinances and plat act
enforcement.
He also is responsible for
the license investigation for
Liquor, Amusement, Mobile Home
license enforcement and inspection.
Prior to his
service with Madison County, Miles
spent seven years as District Chief
of Staff for U.S. Congressman Jerry
F. Costello (12th Dist. –
Illinois), where he created and
implemented new Office Automation
and Office Security plans which
resulted in increased efficiencies
and saved thousands of dollars.
Miles was the
point-of-contact for Congressman
Costello on federal and state grant
programs and served as the chief
liaison with federal, state and
local government representatives and
district business leaders.
In his
professional career Miles has also
served as Director of Administration
& Development Coordinator for the
City of O’Fallon.
He has also served as
Comptroller and Deputy Circuit Clerk
for the Madison County Circuit
Clerk’s Office, and as Director of
Development Administration for the
City of
Edwardsville.
Miles is a member of numerous associations and
organizations, including the American Planning Association, the
Urban Land Institute, is a board member of the National Association
of County Planners, is vice president of the Illinois
Association of County Zoning Officials, the Metro STL APA, the
St. Louis Energy and Environmental Council and is a board member of the
Edwardsville Township Main Street Community Center and the
Southwestern Area Agency on Aging. In 2009, Miles was elected to the
position of trustee for Edwardsville Township. Frank is a member of the
Government Finance Officers Association and the National and Illinois
Association of County Treasurers.
Miles is a 1983
graduate of Southern Illinois
University Edwardsville (SIUE) with
a Bachelor of Science degree in
Government and Public Affairs.
In 1988, Miles received a
Masters of Public Administration
degree from SIUE.
He currently is an Adjunct
Professor in the SIUE Department of
Public Administration and Policy
Analysis.
Miles, 50, is a
native of Granite City and currently resides in Edwardsville.
He is married and the father
of four children.
