Madison County Office on Aging Needs Assessment Survey Presentation
Madison County’s Office on Aging (MCOA) will serve as a lead advocate for older adults residing in the county, with a specific focus on those seniors who are hard to reach or who are underrepresented.
Fragmented older adult services continues to be a problem for service delivery in the County. MCOA will be a “connector” agent for those services, maintaining a database and referral network to help meet these gaps in service.
As an advocate, MCOA will also be responsible for understanding the needs of Madison County’s older adults and utilizing the federal, state and local funding and programs available to meet those requirements.
In addition, MCOA will be charged with directing or participating in coalitions to drive new ideas, services, and legislation in support of Older Adults.
Finally, Madison County, through the MCOA, will take a proactive view and help those in the senior services industry, public and private and plan for the future needs of this population.
Mission
To ensure that Madison County's older adults experience a high quality of life, characterized by independence, safety, health, transportation, affordable housing, appropriate nutrition and social activity. The MCOA will also serve as AARP’s Central Hub of service in the County.
Long-Term Goals
Long-term goals are to:
- Improve access of Madison County's older adults to nutritious food
- Working with our Community Colleges and other institutions of higher education to improve educational opportunities for our older adults and help them transition to new careers
- Improve the health and safety of Madison County’s older adults
- Improve Madison County’s older adults’ access to appropriate and affordable housing
- Improve the ability of Madison County’s older adults to be active, productive, and experience social interaction.
- Increase the connectivity between Madison County senior centers and township offices who those agencies and organizations who provide service to seniors
Our Customers
America’s older population is poised for unprecedented growth. The youngest members of the baby boom population, born 1946-1964, have turned 50, while the oldest boomers have crossed the 65 threshold. Growth among 65-74 year olds is set to soar, climbing from 22 million in 2010 to an estimated 39 million by 2030, a 78 percent jump. By 2040, there will be an estimated 30 million 75-84 year olds, and another 14 million people 85 or over.
The vast majority of older adults currently live independently. This is true even among the oldest group: of those aged 85 and above, 72 percent live by themselves or with a spouse/partner in their own homes, according to the 2012 American Community Survey.
The MCOA will provide information and facilitates services for Madison County's older adults and their caregivers. Madison County seniors comprise about 15% of the County’s population, which is expected to double in the next twenty years (US Census 2000). There are 27,000 households with one or more people 65 years of age and over.
MCOA Partners, Programs and Services
- Potential partners with the MCOA include; AARP, Senior Services Plus, Programs and Services for Older Persons, Age Smart, Township officials, Community Colleges, Senior Centers and Madison County Faith in Action
- Develop a centralized clearinghouse and database to link seniors to available resources and services including local, state and federal programs such as transportation and volunteer registries.
- Create a Resource Guide for use by seniors and other providers
- Identify gaps in senior services and explore avenues to address filling these gaps. Consider volunteer components to fill some of these needs.
- Housing and home modifications services for Aging in Place.
- Establish and promote a list of current tax exemptions, credits, grants, etc. available to seniors
- Explore more tax exemptions, credits, grants, etc. to promote aging in community. (There is some help currently available for low income seniors, but middle income aging adults with some resources of their own may need some incentivizing to prepare their homes for Aging in Place. The plus would be the community gets more home stock prepared for Aging in Place).
- Create case management hubs in township offices and at providers across the County.
- Reach out to higher income seniors and other senior members who are not served such as isolated seniors
