Notice of Public Meetings on the
Substantial Amendment to the FY 2016 Action Plan &
Madison County FY 2017 DRAFT Action Plan 

Madison County Community Development (MCCD) is preparing to submit its 2017 Annual Action Plan to the U.S. Department of Housing and Urban Development for the Community Development Block Grant (CDBG) and HOME programs.  

In addition, MCCD is about to submit a substantial amendment to the U. S. Department of Housing and Urban Development for the HOME program. 

In accordance with the Housing and Community Development Act of 1974, as amended, Madison County, Illinois is hereby publishing a proposed amendment to the FY 2016 Action Plan in relation to the 2015-2019 Housing and Community Development Consolidated Plan. The proposed amendment is to fund: 

The newly amended FY 2016 Action Plan and proposed project will include:

Madison County, IL, HOMEBuyer Program- $400,000.00

The newly amended project would utilize additional HOME funds for the first time HOMEBuyer program. This amendment is a transfer of funds that surpasses the 20% threshold of fund transfer that is stated in our internal policy. The original allocation for HOMEBuyer was $75,000.00 Entitlement Funds and $75,000.00 Program Income. The newly amended project would be an increase in $400,000.00 with $255,523.00 coming from Rental Development and an additional $144,477.00 Program Income.

We are interested in your input on FY 2016 Substantial Amendments and the FY 2017 Draft Annual Action Plan. 

The Annual Action Plans are the one-year strategies to identify and describe the County’s needs, priorities, specific objectives, and strategies to achieve the following goals: provide decent housing; a suitable living environment; and expand economic opportunities, principally for extremely low and low-moderate income residents of Madison County. If you cannot attend one of these meetings, please submit your comments in writing by August 14, 2017 to:

In addition, Madison County Community Development plans to submit the Final FY 2016 Substantial Amendment and the FY 2017 Annual Action Plan to HUD on or around August 14, 2017.  Madison County Community Development will make the Final FY 2016 Substantial Amendment and the FY 2017 Annual Action Plan available for public review at the sites listed below on August 15, 2017:

  • Highland Public Library at 1001 9th St., Highland, IL 62249;

Notice of Public Meeting 
on the CDBG Funds
2015-2019 Con Plan and
2015 Action Plan Substantial Amendments 

Madison County Community Development is about to submit substantial amendment to the U. S. Department of Housing and Urban Development for the Community Development Block Grant (CDBG) program. 

In accordance with the Housing and Community Development Act of 1974, as amended, Madison County, Illinois is hereby publishing a proposed amendment to the 2015 Action Plan, in relation to the 2015-2019 Housing and Community Development Consolidated Plan.    The proposed amendment is to fund: 

The newly amended and proposed project will include:

Madison County, IL, ADA Ramp Upgrades- $50,000.00:  The newly proposed project would utilize CDBG funds for the removal of the existing ADA ramp on the Main St. side of the Administration Building, and replace it with a new ADA Accessibility ramp with handrails.  In addition, CDBG funds will also be used to alter the handrails of the ADA Accessibility ramp per current ADA Standards to the 2nd Street accessibility ramp. 

Both ramps are located between 155 and 157 N. Main, on either the Main St. or 2nd St. side of the building. 

A draft of the proposed amendment will be available in its entirety to the public no later than June 22, 2017, and citizens are given the opportunity to comment on the proposed changes.  The proposed amendment will be available on the Madison County, Illinois Government website (http://www.co.madison.il.us/departments/community_development/publications.php) and the Madison County Community Development office, 130 Hillsboro Avenue, Edwardsville, Illinois.
