Notice of Intent to Request a Release of Funds

On or about October 18, 2017 Madison County Community Development will request the U.S. Department of Housing and Urban Development to release Federal funds under Title I of the Housing and Community Development Act of 1974 (PL 93-383) for the following project(s):

 

  • City of Alton- Demolition                                                        $ 156,622

Demolition of dilapidated structures on a spot basis. 

  • City of Alton- Commercial Rehab                                           $   15,000

Matching grants for commercial property rehabilitation located in designated areas in Alton.  Funds used for exterior repairs to correct code violations.

  • City of Alton- Residential Rehabilitation                                $ 115,000

Housing rehabilitation program for low/mod income owner/occupied homeowners for home repairs and improvements on an emergency basis.

  • City of Alton- Homeownership Assistance                              $  45,000

Funds will be used for a down payment assistance program, throughout the City of Alton.

  • City of Granite City- Demolition                                             $  95,000

Demolition of dilapidated structures on a spot basis. 

  • City of Granite City- Rehabilitation Program                         $  30,000

Housing rehabilitation program for low/mod income owner/occupied homeowners for home repairs and improvements on an emergency basis.

  • Granite City Infrastructure Improvements                             $205,109

Scattered site HMA overlay or slurry seal at various low/mod income areas throughout Granite City.  ADA ramps may also be brought added or improved in construction areas as needed.

  • Madison County- Accessibility Ramp Program                      $  10,000

Funds used to construct accessibility ramps and make homes more accessible for people with disabilities.

  • Madison County- Emergency Rehabilitation                          $  44,855

Housing rehabilitation program for low/mod income owner/occupied homeowners for emergency home repairs.

  • Madison County- Weatherization Program                           $120,000

Funds will be used for the rehabilitation of homes to make them energy efficient. 

  • Madison County- Demolition                                                  $113,372

Demolition of dilapidated structures on a spot basis. 

  • City of Collinsville- Water Main Replacement                       $100,000

Funds will be used to replace water mains along Seminary, Church and Chestnut streets in Collinsville, IL.

  • City of Venice- Catch Basin Replacements                            $100,000

Funds will be used for catch basin replacements at the following locations: College at Line St. N side; 2nd & Abbot NW, SE & NE corners; 2nd & Granville SW corner; 2nd & Weber SW corner; Klein & Brown W side; 2nd between Kerr & Weber; Kerr & 4th St. NW & SW sides; Brown & Robin NW side; Klein & Washington SE side; 6th & Washington SE side.

  • City of Madison- Catch Basin Replacements                         $100,000

Funds will be used for catch basin replacements at the following locations: W. 3rd & Franklin NW & SW corners; Highland & Market NE & NW corners; 2nd between State & Madison N side; 3rd & Ewing NE corner, 4th between State & Madison S side; 1534 6th St. S side; Skeen & McCambridge SW corner, 12th & Grand NW corner.

  • HOME Buyer Down-Payment Assistance-                              $250,000

Assist first time income eligible buyers with down-payment and closing cost assistance, up to $5,000 per household

  • Rental New Construction and/or Rehabilitation-                   $281,641

The development of new rental units or rehabilitation of existing units to increase and improve the affordable housing stock.

  • CHDO Set-Aside-                                                                     $106,328

Provide funding to CHDO eligible organization to assist in the development of affordable housing.

 

Total 2016 CDBG Allocation $2,694,931

Total 2016 HOME Allocation $  708,855

 

Notice of Finding of No Significant Impact

 

It has been determined that such request for release of funds will not constitute an action significantly affecting the quality of the human environment and accordingly Madison County Community Development has decided not to prepare an Environmental Impact Statement under the National Environmental Policy Act of 1969 (PL 91-190).

 

The reasons for such decision not to prepare such statement are as follows:  The environmental review showed no substantial impact involving the above mentioned projects.

An Environmental Review Record respecting the within projects has been made by Madison County Community Development which documents the environmental review of the projects and more fully sets forth the reasons why such Statement is not required.  This Environmental Review Record is on file at the above address and is available for public examination and copying upon request Monday- Friday, between the hours of 8:30 a.m. and 4:30 p.m.  Please contact James Arnold at Madison County Community Development, 618-296-4247 for further information.  No further environmental review of such projects is proposed to be conducted prior to the request for release of Federal funds.

 

Public Comments on Finding

 

All interested agencies, groups, and persons disagreeing with this decision are invited to submit written comments for consideration. Such written comments should be received at Madison County Community Development’s address listed above on or before October 18, 2017.  All comments received will be considered and Madison County Community Development will not request the release of Federal funds or take any administrative action on the proposed projects prior to the date specified in the preceding sentence.

 

Release of Funds

 

Madison County will undertake the projects described above with Block Grant funds from the U.S. Department of Housing and Urban Development (HUD) under Title I of the Housing and Community Development Act of 1974.  Madison County is certifying to HUD that Madison County and Alan Dunstan, in his official capacity as Chairman, consent to accept the jurisdiction of the Federal courts if an action is brought to enforce responsibilities in relation to environmental reviews, decision-making and action; and that these responsibilities have been satisfied.  The legal effect of the certification is that upon its approval Madison County Community Development may use the Block Grant funds and HUD will have satisfied its responsibilities under the National Environmental Policy Act of 1969. 

 

Objections to HUD and Release of Funds

 

HUD will accept an objection to its approval only if it is on one of the following bases: (a) that the certification was not in fact executed by the certifying officer or other officer of applicant approved by HUD; or (b) that applicant's environmental review record for the project(s) indicates omission of a required decision finding or step applicable to the project(s) in the environmental review process. Objections must be prepared and submitted in accordance with the required procedure (24 CFR Part 58) and may be addressed to HUD at 77 West Jackson, Chicago, IL 60606.

 

All interested agencies, groups and persons disagreeing with this decision are invited to submit written comments for consideration by Madison County Community Development.  Such written comments should be received at 130 Hillsboro Avenue, Edwardsville, IL 62025 on or before October 18, 2017.  All such comments so received will be considered and Madison County Community Development will not request the release of Federal Funds or take any administrative action on the within projects prior to the date specified in the preceding sentence.

 

Objections to Release of Funds

HUD will accept objections to its release of funds and Madison County’s certification for a period of fifteen days following the anticipated submission date (October 18, 2017) or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Madison County; (b) Madison County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to U.S. Department of Housing and Urban Development, Director Ray Willis, U.S. Department of Housing and Urban Development, 77 West Jackson, Chicago, IL 60606. Potential objectors should contact HUD within 15 business days after submission.

Substantial Amendment to the FY 2016 Action Plan &
Madison County FY 2017 DRAFT Action Plan 

Madison County Community Development (MCCD) is preparing to submit its 2017 Annual Action Plan to the U.S. Department of Housing and Urban Development for the Community Development Block Grant (CDBG) and HOME programs.  

In addition, MCCD is about to submit a substantial amendment to the U. S. Department of Housing and Urban Development for the HOME program. 

In accordance with the Housing and Community Development Act of 1974, as amended, Madison County, Illinois is hereby publishing a proposed amendment to the FY 2016 Action Plan in relation to the 2015-2019 Housing and Community Development Consolidated Plan. The proposed amendment is to fund: 

The newly amended FY 2016 Action Plan and proposed project will include:

Madison County, IL, HOMEBuyer Program- $400,000.00

The newly amended project would utilize additional HOME funds for the first time HOMEBuyer program. This amendment is a transfer of funds that surpasses the 20% threshold of fund transfer that is stated in our internal policy. The original allocation for HOMEBuyer was $75,000.00 Entitlement Funds and $75,000.00 Program Income. The newly amended project would be an increase in $400,000.00 with $255,523.00 coming from Rental Development and an additional $144,477.00 Program Income.

Notice of Public Meeting 
on the CDBG Funds
2015-2019 Con Plan and
2015 Action Plan Substantial Amendments 

Madison County Community Development is about to submit substantial amendment to the U. S. Department of Housing and Urban Development for the Community Development Block Grant (CDBG) program. 

In accordance with the Housing and Community Development Act of 1974, as amended, Madison County, Illinois is hereby publishing a proposed amendment to the 2015 Action Plan, in relation to the 2015-2019 Housing and Community Development Consolidated Plan.    The proposed amendment is to fund: 

The newly amended and proposed project will include:

Madison County, IL, ADA Ramp Upgrades- $50,000.00:  The newly proposed project would utilize CDBG funds for the removal of the existing ADA ramp on the Main St. side of the Administration Building, and replace it with a new ADA Accessibility ramp with handrails.  In addition, CDBG funds will also be used to alter the handrails of the ADA Accessibility ramp per current ADA Standards to the 2nd Street accessibility ramp. 

Both ramps are located between 155 and 157 N. Main, on either the Main St. or 2nd St. side of the building. 

A draft of the proposed amendment will be available in its entirety to the public no later than June 22, 2017, and citizens are given the opportunity to comment on the proposed changes.  The proposed amendment will be available on the Madison County, Illinois Government website (http://www.co.madison.il.us/departments/community_development/publications.php) and the Madison County Community Development office, 130 Hillsboro Avenue, Edwardsville, Illinois.
