History & Overview

The Madison County Mental Health Board is a mental health authority of county government. The Mental Health Board operates under the provisions of H.B. 708, Illinois Revised statutes, also known as the Community Mental Health Act. Through the Community Mental Health Act, the Mental Health Board is empowered to develop and coordinate a local system of care addressing the needs of Madison County residents living with mental illness, substance use disorder, and intellectual and/or developmental disability. The Madison County Mental Health Board was created by a referendum approved by the voters of Madison County in 1966. Through the passage of this referendum, a property tax levy was established to support the Madison County Mental Health Board in carrying out the mandates and duties of the Community Mental Health Act.

  • Consult with other appropriate private and public agencies in the development of local plans for the most efficient delivery of mental health, intellectual and/or developmental disabilities, and substance use disorder services.
  • Submit to the appointing officer and the members of the governing body a written plan for a program of community mental health services and facilities for persons with a mental illness, intellectual and/or developmental disability, or substance use disorder.
  • Within amounts appropriated therefore, execute such programs and maintain such services and facilities as may be authorized under such appropriations.
  • Review and evaluate community mental health services and facilities, including services and facilities for the treatment of alcoholism, drug addiction, and intellectual disabilities and/or developmental disabilities.

In accordance with the Community Mental Health Act, Madison County has established a 7 member community mental health board shall administer this Act; appointed by the governing body Chair.

Since the passage of the referendum the Madison County has appropriated an annual levied tax (not to exceed .15%) for an annual budget just over $3 million. This funding supports more than seventeen local service providers and thirty-five programs and services available for Madison County residents.
