Floodplain Management

County Stormwater Staff is also responsible for reviewing building and development proposals within FEMA’s Special Flood Hazard Area (SFHA).  The Building & Zoning Department has two (2) staff members who are Certified Floodplain Managers (CFM) and are qualified to review applications. 

Any building permit application for a new structure (or part of a structure) proposed within the SFHA must include an “Elevation Certificate” showing that the lowest finished floor is 2 feet above the Base Flood Elevation (BFE) or an approved Letter of Map Change from FEMA.  If these items are not provided or are unattainable, the building permit will not be issued. 

Any land development greater than 10,000 square feet must receive a grading permit from the B&Z Department.  While land disturbance within the floodplain is permitted, provided required erosion control measures are in place, the grading of designated wetlands is prohibited.  Likewise, land development within the floodway is prohibited unless IDNR issues a construction permit and FEMA provides approval through its LOMR program.     

These steps are necessary for properties to remain enrolled in the National Flood Insurance Program (NFIP).  If these flood prevention requirements were not enforced, Madison County’s enrollment the NFIP could be cancelled, and properties within the floodplain would be left without flood insurance.

Over the last few years, planning staff has been taking the necessary steps to join the “Community Rating System (CRS),” which is an incentive program offered by FEMA that encourages floodplain management activities.  In return for participation, flood insurance rates may be discounted is 1) flood damage to insurable property is reduced, 2) the insurance aspect of NFIP are strengthened, and 3) floodplain management is approached in a comprehensive manner.
